ABSTRACT

This document details a thorough counterintelligence plan aimed at preventing demographics from accessing and distributing potentially sensitive and classified information about UFOs/UAPs. By using U.S citizens to stop the government to disclose sensitive information under the FOIA, this document aims to maintain plausible deniability on the topic of UFOs/UAPs.

To this purpose, the outlined "The Poltergeist Initiative" encompasses 3 distinct phases, strategically designed to infiltrate, manipulate, and neutralize targeted online communities.

The first phase, "Infiltration and Trust Building," focuses on creating convincing online personas, or authentic 'infospeech' plants. Focus on fabricating, experts, exploiting cognitive biases, and other common tactics aimed at gaining trust within targeted online communities. Phase two's objectives are to subvert and mislead discussions and narratives of UFO/UAP enthusiasts while also undermining whistleblowers and preventing the overall community from achieving critical mass of consensus or coordinated action.

The current white hat document is a first of this kind creates a comprehensive and integrated approach to the control and management of disclosure narratives.

Key objectives include:

  • Prevent viral narratives or broad cultural initiatives for the subject
  • Reduce the number of FOIA requests and political lobbying efforts
  • Steer major sub-community opinion leadership towards prosaic or mundane explanations
  • Undermine the credibility of whistleblowers and insiders
  • Maintain plausible deniability regarding any covert government involvement in UAP/UFO matters
  • Monitor and counter emerging secrets of persons to broad community coalitions or significant media attention
